The third module of the Total Defence: Leading Resilient Ukraine certificate programme focused on strengthening interagency cooperation and building effective coordination mechanisms between government institutions, the security and defence sector, businesses, civil society, and the media.

Throughout the module, participants explored how the distribution of authority, resources, and responsibilities across different sectors affects a country's ability to respond to complex crises. Particular attention was given to the fact that no single institution possesses all the necessary tools to manage a crisis independently, making effective cross-sector cooperation essential.

The practical component of the module featured a crisis management simulation. Participants assumed the roles of representatives from the security and defence sector, central and local government, businesses, civil society, and the media. Working through a scenario involving a large-scale power system failure, an information attack, and growing public panic, they were challenged to coordinate decisions under pressure.

The simulation highlighted several systemic challenges commonly encountered during real crises, including:

• the mismatch between responsibility for outcomes and control over resources;
• different planning horizons and institutional priorities;
• fragmented situational awareness across organisations;
• the interconnected nature of decisions made across different sectors;
• the risks that arise when coordination mechanisms have not been established in advance.

The module demonstrated that effective coordination cannot be built in the midst of a crisis. It must be developed beforehand through joint planning, clearly defined roles and responsibilities, established information-sharing mechanisms, and regular cooperation between institutions.
