The fourth module of the Total Defence: Leading Resilient Ukraine certificate programme examined the critical sectors that enable the state to maintain essential functions during wartime. Participants explored how these interconnected systems contribute to national resilience and why their continuity is vital in responding to complex crises.

The module covered the core domains of Total Defence, including economic security, energy, logistics and transport, critical social services, and information and digital resilience.

Throughout the module, participants examined:

• economic security, including taxation, social benefits, public sector financing, continuity of financial services, crisis management, and resource mobilisation;
• the current state of the energy sector, critical infrastructure, and essential utility systems;
• Ukraine's transport system, logistics routes, and mechanisms for maintaining the continuity of transportation;
• critical social services, including healthcare, education, and support for vulnerable groups;
• information and digital resilience, including media ecosystems, electronic communications, cybersecurity, digital solutions, and Ukraine's experience in responding to threats in cyberspace.

Particular attention was given to the interdependence of these systems. Participants analysed how disruptions to the energy sector can quickly affect transport, healthcare, and digital services, while failures in the financial system may impact social benefits, public institutions, and the ability of communities to maintain essential services.

The module underscored the importance of a systems-based approach to national resilience. Understanding the connections between critical sectors enables professionals from different fields to coordinate more effectively and make decisions that strengthen the resilience of the system as a whole.
