The seventh and final module of the Total Defence: Leading Resilient Ukraine certificate programme marked the conclusion of the six-month learning journey. The module focused on strategic leadership, the international security environment, and the continued development of the Total Defence concept in Ukraine.

Participants explored the role of leadership in strengthening national resilience and discussed the challenges leaders face during prolonged war. Particular attention was given to decision-making under uncertainty, building trust, and maintaining a long-term strategic vision.

Together with Yaroslav Hrytsak, Professor at the Ukrainian Catholic University, participants examined the formation of the Ukrainian nation through the experience of national tragedies and discussed how historical memory contributes to societal resilience during wartime.

During a session with Oleksii Reznikov, Ukraine's Minister of Defence from 2021 to 2023, participants discussed the international dimension of security, the role of NATO and partner coalitions, resource mobilisation, and Ukraine's place within the evolving European and transatlantic security architecture.

The module also featured a panel discussion on Ukraine's role in today's political, security, and cultural landscape, with a particular focus on the challenges faced by democracies defending themselves against external aggression.

Another key focus was the international experience of developing Total Defence strategies. Participants compared how approaches to national resilience have evolved in Sweden and Ukraine and explored why effective security depends on coordinated action across the security and defence sector, government institutions, businesses, and civil society.

The final module reinforced one of the programme's central messages: Total Defence is fundamentally a system of cooperation between people and institutions. Its success depends on leaders who are able to build trust, take responsibility, navigate uncertainty, and strengthen institutions capable of responding to long-term challenges.
