Tetiana Karas is an expert in evidence-based democratic development, information resilience, research, and strategic communications. As the Lead of the Total Defense Program at “Join Ukraine,” she oversees the development and implementation of a comprehensive training program designed to strengthen whole-of-society resilience and build the capacities of government institutions, civil society, military, and media.
Tetiana has over a decade of experience working with international technical assistance and government initiatives, where she has managed large-scale programs with NDI and IREX funded by a range of international donors, including the US, UK, and European donors. Her work spans Ukraine and countries in the Eastern Partnership region, including closed operational environments. She has established multiple information integrity programs and adapted programming to both the COVID-19 crisis and russia’s full-scale invasion of Ukraine. Tetiana also brings experience in institution-building, including her role as Deputy Head of the Centre for Strategic Communications and Information Security under Ukraine’s Ministry of Culture and Information Policy. Her expertise includes strategy development, information space analysis, public opinion research, establishing coordination mechanisms, supporting long-term election analysis missions, and training partners in strategic communications and data-driven decision-making.
As an independent advisor, Tetiana continues to support international organizations in strategy development, fundraising, program evaluation, information space analysis, and the design of resilience-building interventions.
Tetiana holds a Master’s degree in Sociology from the National University of Kyiv-Mohyla Academy, along with additional training in sustainable public management, project design, and strategic communications.
