Liubov Tsybulska

Liubov Tsybulska is a strategic communications expert and a leading authority on hybrid threats in Ukraine. As the founder and current director of NGO "Join Ukraine," she leverages her extensive expertise to address critical national security challenges.

Previously, she served as the inaugural Head of the Centre for Strategic Communication and Information Security under Ukraine's Ministry of Culture and Information Policy.

A passionate advocate for Ukraine's sovereignty and democratic future, Tsybulska has been raising international awareness about Ukraine's struggle against Russian aggression. Her advocacy efforts include speaking at international forums, engaging with foreign policymakers, and developing campaigns that counter disinformation narratives about Ukraine. Through her work, she has helped build bridges between Ukrainian civil society and international partners, mobilizing support for Ukraine's democratic aspirations and security needs.

Her expertise in countering information warfare was honed during her tenure leading the Hybrid Warfare Analytical Group at Ukraine Crisis Media Center, where she developed comprehensive analyses of Russian disinformation campaigns and information manipulation tactics.

Tsybulska has provided strategic communications counsel to Ukraine's military and government leadership, serving as an adviser to both the Chief of General Staff of the Ukrainian Armed Forces and the Vice Prime Minister for European and Euro-Atlantic Integration. From 2016 to 2017, she directed the press office for the Vice Prime Minister for European and Euro-Atlantic Integration. 

Her professional background includes experience in journalism across multiple Ukrainian media outlets.

Tsybulska holds degrees from two institutions: Taras Shevchenko National University of Kyiv and Kyiv International University.
