In Russian regional online communities, criticism of the authorities is taking new forms – increasingly expressed between the lines through euphemisms, sarcasm, hints, and everyday complaints. In this new monitoring report, we examine the mechanisms of self-censorship and how the level of moderation and the real-life consequences of the war are shaping the tone of public discussions.

We also track reactions to drone attacks, fuel shortages and rising prices, the start of the heating season, the State Duma elections, and yet another round of official assurances that there are no plans for a new mobilization.

The monitoring covers September 7-13, 2026, and is based on an analysis of regional communities on VK and Telegram.
